Staples Warranty Question

So i bought a Laptop at Staples about 22 months ago. The manager convinced me to buy the 2 year warranty, telling me the warranty worked as a replacement plan and that before my 2 years were up i could get it replaced, for one of equal or lesser value. In other words, get a NEWER computer without paying anything else. This sounded pretty convincing to me and a relative of mine had already done a product replacement on his computer not long prior to this. I went ahead and bought it. Today i went to staples, and they tell me they can't do that anymore. The manager told me that their district was doing that and they put a stop to them because apparently they were doing something wrong. So i told him, the only reason i paid 200 dollars for this warranty was because i was told i could replace it prior to the two years. I'm not sure what step to take next, please help me! Thank you
