How does California Civil Code Section 1526 work exactly? Do i need to send the debtor the paper work first, before mailing the "Paid in Full" check?

You really need to provide some additional information. First, a Debtor is the person who owes the money - which I assume to be you. The creditor is the person or entity to whom the money is owed. Next, in what context are you doing this. Are you trying to settle a debt by sending a check for less-than what is owed with "Payment in Full" written on the check? You need to provide a slightly more expanded explanation, including the history, of what is going on.
