By collection issue, do you mean someone owes you money or is trying to collect money from? Collection attorneys generally don't do debt relief work and bankruptcy attorneys usually don't do collection work.

For a collection attorney, call the lawyer referral service for the local county bar association. For a bankruptcy attorney, search Google for the National Association of Consumer Bankruptcy Attorneys and use their attorney search function for someone in your area.
