Legal Question in Credit and Debt Law in California

I was contacted by a creditor who stated that they were presenting Finacial Partners. (I had a vehicle that was repossessed) On my credit report it states that this charge was a "Charge Off". When I called to make arrangements with the "new" creditor, he was rude and told me that he was taking me directly to court if I could not pay the balance in full. I informed him that I could not make the payment in full and if we could agree on my making payments. Again, he told me no. Either I should pay in full or have my wages garnished. When I asked for his name so that I could check on other possibilites of getting the money, he responded, "Joe." I asked, "Joe, what is your last name?" He responded, "JOE MOMMA!!!", and lauged hesterically. I later received a letter stating that my wages were going to be garnished. What can I do at this point? I do not have the funds to pay in full and I can not afford to take a 25% garnishment. I thank you for your time and any assistance you can provide.
