Legal Question in Credit and Debt Law in California

Credit Cards Debt

I have $40k in credit cards debt. I have three rental properties but I only get enough to pay the mortgages. I cant sell beacause the value of the properties dont cover the amount of the loans. I have 401k but they wont lend me money unless I buy a property. I only working 4 days a week which isnt enough to pay my bills. The rate of the credit cards are too high and they wont make a deal with me or lower the rates. What can I do.
