If a person steals an item from another person, and is caught a year later, and returns it to the original owner, does the original owner have to pay full price plus interest for the item? He has returned it to the owner, but the owner still wants to charge full price for the item plus one year's interest.

The original owner can not both keep the item and charge for the value of the item. He has a right to collect for the value of the loss of use for a year, but also to turn the person over to the police for prosecution. If it will keep you out of jail, pay him for the value of the object you stole.
