I do not know what you are asking. What do you mean by "state ordered debt collection." Do you mean that the State is trying to collect money from you? And what do you mean by "confiscation"?

If what you are asking is whether the State can take your federal tax return to satisfy debts that you owe, then the answer is "yes, in certain circumstances." One of the more common debts is back child support.
