arrested for suspicion of intoxication

It sounds like the arrest was for suspicion of DWI, not intoxication. If so, you want an attorney who does a LOT of DWI work, and even then make sure you ask what continuing legal education seminars he's gone to on the issue in the last couple of years.DWI is a very technical area, and many excellent criminal attorneys are not competent to handle a DWI case, because it requires a familiarity with rules, procedures and science outside of their experience.I suggest you run a search for web pages under "drunk driving" or "DWI" and you will get a number of hits for attorneys focusing on this area of practice. But regarding your question about transfering the case to another state.... I'm licensed in Tennessee, not California or Washington, but I am absolutely certain what you would like to have (transferring the case to your home state) is an utter impossibility.
