Legal Question in Criminal Law in California

I am trying to assist an inmate in a California prison in obtaining a copy of the police report relative to the incident for which he was convicted. I have been told by the records clerk for that city that in order for me to request a copy, he would have to give me power of attorney, or something similar to that (she couldn't remember the name of the documentation), before they can release that information to me. Is this correct? And, is it true that in California a power of attorney does not need to be notarized, only witnessed by 2 people?

Usually you would need a signed Release yes and perhaps a Power Of Attorney.

Te easiest way would be to have the inmate write to his/her attorney.
