Is it a crime in California to use profanity and/or obscene jestures while addressing juveniles?

No, unless it is done in a way that causes the juvenile to reasonably fear that the person speaking is about to harm her. That would be an assault or a criminal threat, but the same would be true of threatening statements that were not accompanied by profanity and gestures. The same would also be true of threatening statements and gestures directed to adults, whether they included profanity or not.
