Firefighter opening a Fire Hydrant

Is it right that a career firefighter is being punished for opening a hydrant at home? Approx. 5gal loss?

Probably. Would you prefer that firefighters be allowed to get away with illegal conduct that potentially threatens a neighborhood's fire safety? The small amount of water involved should be taken into account, but shouldn't absolve him.
