If a felony crime is committed on a state highway and the CHP is called to the scene but the victim leaves and drives to a local PD Does this give them Jurisdiction to investigate?

Yes, the local PD can investigate. Often, they will turn it over to the CHP, but jurisdiction isn't exclusively CHP's.
