Can I obtain a police report on a property I just purchased if the incident on the property happened before I owned it?

I'm not sure what you mean. Police reports are about incidents, not properties. Reports about particular incidents are generally not available to the public unless and until they are used as evidence in a court case. There may be some other reason why you should be allowed to see a particular report. But the fact that you later bought the property where the incident happened is not reason enough.
