Legal Question in Criminal Law in California

Can people be arrested for starving their dog even after the dog is safely in another home? They turned the dog in to a shelter only because neighbors were complaining because he was making constant desperate noise in the backyard. We found him at the shelter and adopted him. He was completely emaciated at the time. Now a year has passed and our dog is healthy again and happy, but it strikes me that these people might adopt another dog in the future, and cause another dog the same kind of pain. Do the police only act to arrest people when the animals are currently in their care, or can they still be arrested for starving and neglecting a dog later? And what kind of legal repercussions are there?

There is no animal-abuse database, and, unfortunately, it's almost impossible to get the authorities interested in prosecuting someone for animal cruelty.
