If someone was assigned community service and wasn't able to to complete it, then was ordered to serve the remainder of the days in jail, how much of the time would they actually have to serve

Penal Code 4019 says you get two days of credit for every four days actually served. This works out to approximately two thirds of your sentence.

Some counties release inmates earlier due to jail overcrowding.
