How Do I Get Through to the California DMV?

Facts and time line: In 1992 while a resident of Nevada I was arrested and convicted for a DUI in NV and shortly after that in CA. I appeared before a judge in both states. The judge in Orange County ruled that I could attend school and serve my jail time in NV to fullfill my sentence for both convictions. I completed what was required of me and received my drivers license back in NV. In 1993 I moved back to California and changed my license as required to a CA license with no problems or questions from DMV. In 1997 when my license was due for renewal I received notice that my license was suspendedI had to attended a 18 month course and pay them $1600.00 for the 1992 conviction. I have been dealing with Mandatory Actions and everyone else I can think of. I have provided all the necessary documentation r to support my case and no one will do anything. Their explaination, the judge in Orange County should not have allowed me to fullfill my sentence in NV. This caught up with them in 1995 when it was decided they wanted me to duplicate my sentence in CA as well. How can DMV do this?
