Are the same people stopped for DUI, stopped over and over again?

I don't quite understand your question.

Some people have serious alcohol problems, but refuse to stop drinking and driving. They often wind up with multiple DUI convictions, which is why the punishment gets more severe with each offense.

In small communities, the cops tend to know everyone. There are people whose drivers licenses are suspended, the police know it and recognize their cars, so they often get stopped again. It's like driving around with a bulls-eye painted on your car.

There are also dishonest police officers who fabricate reasons to pull people over. If they don't like the Grateful Dead sticker on your car, for instance, they may pull you over repeatedly just to harass you and see if they can arrest you for DUI, drug possession or something else.

Then there are people who just seem to have an uncanny knack for being in the wrong place at the wrong time. Whether it's bad luck, karma or some other force at work, they probably just shouldn't drink and drive.
