teacher charging money for gum chewing

Is it legal for a teacher to charge her students money every time she catches them chewing gum in class?

Not sure if legality is the question rather than "appropriateness".

It seems a simple way to handle this would be to put the question to the local school board.

What are their policies regarding discipline. Have the parents of

these children been notified of this practice and

do they agree to it...I must say I've never heard of this one before....
