Abandonment

I respresent my father which is 81 years old. He is currently married to a woman 89 years old. One month after my father admitted himself to a rest home, his wife left the state and has only returned to the state for 2 quick visits. She is now also in a rest home in another state. She refuses to support my father, and refuses to disclose her finacial information to the State of CA., thus creating a legal issue with MediCal. Can I file abandonment papers for my father, as his Attorney-In-Fact?.

The usual procedure would be to request that the court appoint you as his guardian ad litem. Then you could file a petition for dissolution or other appropriate court papers. If the wife has any property in California you may be able to get some information about it and some financial assistance.
