When I was born, my stepfather, whom I did not know was my stepfather, made his last name mine on my birth certificate. Can any name be put on a birth certificate?

Sure any name can be put on a birth certificate. That alone, however, does not make him legally your father. For example, when my daughter was born, she was not given my last name. But it does not mean she is not my daughter. The converse is also true.
