Legal Question in Family Law in California

My British friend lives and works in China, is divorced but has 2 children to a Chinese man who has Australian citizenship who also lives and works in China. My friend is a British citizen and a permanent resident of Australia; her children have British and Australian citizenship.

She wants to move to Singapore with her partner and take kids with her. She and her ex currently have a co-parenting agreement for custody of kids one week each on and off. Her ex will not agree to her taking kids out of the country.

If she gets a lawyer involved will she have a good chance of getting full custody of kids and be able then to take them out of China without her ex�s permission?

This is not a California Family Law question. It will be governed most likely by the law of the jurisdiction in which the divorce was granted, or possibly China if the divorce was not granted in China but the children currently live there. Your friend must ask lawyers in the appropriate jurisdiction.
