Ex brother in law

I want to sue on behalf of the people of the state of the people of california or as a citizen without incurring attorney fees. My ex brother in law owes 100k in child support, my siter doesnt want him in jail.He works under the table and I am getting frustrated because he is defrauding the dept of child support services.She's been brainwashed but I want to have him in the slammer.The DCCS attorney asks my sister if she wants him in contempt and she says no.I have watched his kids whom I love.He should be obliged to pay me for childcare or something.His brother financially supports him. Him and his brother are financially shady because after his bankrupty he put everything in his brothers name and they have a house in his brothers name. With discovery I can prove it,but am afraid I will incur atty fees. How do I sue as a whistleblower as a citizsen. I heard about the false claims act but that is when u can sue on behalf of the giovt or people as a whistleblower only if the other party is contracted weith the govt,what should I do. IS Dept of Child support services covered under that contract.

If you sister receives any kind of government assistance, the DCSS can file a contempt matter without her consent. In fact, I am not sure her consent is required under any circumstances. You might want to contact the DCSS directly with any evidence that deadbeat is working under the table.
