Change of Venue/Jurisdiction

If both parties live in a small county where they are known throughout the county can they change venue to a larger populated county?

In a general sense, the parties can stipulate to a change of venue. An alternative would be to use collaborative practice, which involves opting out of the court system completely, and resolving your disputes respectfully using a collaborative team of professionals.
