Legal Question in Family Law in California

If your child lives with mom in arkansas and will be 18 in 3 months can he move to california with the dad and stay, there has never been a court order for custody can the courts make him move back to arkansas?

An 18 year old is an adult by all accounts, unless they are still going to high school and need to complete their compulsory education. The family court no longer has any jurisdiction over an adult for child custody matters.
