Believe it or not, sometimes spouses going through a divorce do not agree on everything. The reason a divorce is done through the courts is so in the unlikely event the spouses do not agree on everything, they can get a judge to make orders and sign documents in place of an agreement.

So if your spouse will not sign a document, your only option is to get the judge to sign it for him/her. To do this, you will need to make a formal request to the court and follow all the procedures required by law.
