How to get a divorce when the other party won't sign

I have a friend that has been going through divorce proceedings for the last seven years, every time the paperwork is drawn up to the requested specifications, they find some other excuse to not sign them. How can a divorce be obtained with out the other party having to agree, and just let a judge make a ruling to get it over with so it doesn't drag out any longer. There are no children involved, there are no divisible assests, nothing in both names anymore, can you help or let me know what I can do?
