Father not notiied of child's name change

My ex-wife and child live in CA, I in GA. SHe has begun using my childs step father's last name on doctor,school records etc. I was never notified of this and do not approve. How can I find out if this name change was done legally and what can I do about it?

My guess is that they did not legally change the child's name, just began using a different name. I am not familiar with CA law, but in GA, you must have both parents' consent before changing a minor child's name.
