Legal Question in Family Law in California

grandchildren

My daughters children have been taken out of her custody and are now in the process of being adopted by there pertermal grandmother I am the matureal grandmother and would like to have my grandchildren on the week ends she is also planing to move to texas if she adopts them I now visit with them twice a week and the pertermal grandmother is not allowing them to come to my home I have been through a process and I do have a mistermeaner on record but that has been 18-20 yrs. ago nothing to do with drugs or violance my home has been checked out by the CPS I ask my grandchildren if they want to come over they say yes but the cps has not granted my visit although the first judge did agree in the very beganing WHO OR WHAT CAN I DO TO SEE THAT I GET THE WEEKENDS AT MY HOME i was told to file a de fatco parent form is the correct and do i need a summons and complaint with it? Please help me find the right thing to do so i can also be a part of their lives. Grandmother.
