does this mom have rights?

My husband has had full soul physical custody of his 2 sons. They have lived with us for 4 years now, there mom was a drug addict, no contact, no nothing for 4 years, she disapeared, now she is saying she is sober and wants the kids, what can she do since she has not been around, what should me and my husband do, we dont want her to screw the children up anymore than she already did and we want to keep them in are home? what to do?

Mom still has parental rights. In determining custody of children the court looks at the present circumstances and how the children are doing. Changing custody presents a risk that the children will not do as well as there are at the present time. He should however, consider retaining an attorney to represent him in this matter.
