Legal Question in Family Law in California

Re: obtaining a passport for a minor child/joint legal custody

My ex husband is refusing to sign the consent form for me to obtain a passport for my 14 year old daughter. We have been planning a week long cruise to Mexico since June and now suddenly as I sent him the parental consent form for the passport he is refusing to sign it. My daughter currently lives in California with him, while I live in Arizona.

Not sure what my legal rights are so I'd like to see a judge to explain our situation.

You are exactly right that you must go see a judge unless you can get his consent. You don't say what court your current custody order is in, but that is where you need to file a motion.
