Can Paternal Rights be Relinquished?

I have a 7 year old son who has had VERY LITTLE contact with his father. His father is violent, an alcoholic, and in and out of jail constantly. He does not pay child support and rarely contacts me. When he does, he usually will not even ask about his son. The one thing that we both agree on is the fact that we want his parental rights terminated. Is this possible? Thanks so much for your help.
