Legal Question in Family Law in California

In process of getting divorce dna shows father of 5 mo baby. will be deployed to war in bout 1 1/2 mo want to make sure child support IS spent only on baby need court to appoint conservator. need to have father's parents act on his behalf & have grandparents rights. while he is out of country. Mother of baby has history of using gov school grant for everything but school ie nails & hair done, clothes shopping etc. fear child will not be taken care of properly father denied being around when baby born in hospital mother's mother told hospital staff he was forbidden to see child. All family wants is $ want childs 1st name changed

In California child support is paid to the parent, and can be used for whatever that parent wishes. There is no way to monitor the use of the child support. If mother does not properly care for the child then action must be taken in family court or CPS will become involved. Father can go to court and request visitation with the baby, and request that his visitation can be exercised by the paternal grandparents.
