Legal Question in Family Law in California

My sister really wants to settle down the divorce with her husband. The divorce process has been on for almost 2 years. But her husband keeps postponing to finalize it with so many reasons. Her husband has money to pay his attorney whereas my sister's fund is limited. Her husband keeps telling her that he will drive her to the point that she has no more money to pay for attorney. He said that if she has no attorney to represent her in court, she will lose the case and he will take over the primary custody of the kids.

How can she make him cooperate? She is willing to finalize the divorce in a reasonable terms for both parties.

If he has money and she does not, her attorney should be asking that he pay her attorneys fees. She should get a new attorney.
