Legal Question in Family Law in California

Special Power of Attorney

My Brother is in jail and may get sentenced to a year. His duaghter had been living with him at my Mother's home (he did not have legal custody of her) and now the Mother has taken her to live with her in a bad neighborhood. When the Mother had her in the past she missed massive amounts of school, etc. Can my brother give me Special Power of Attorney or something so I can act as his proxy in the matter of his daughter? I do not live in the same county as they do. I'm about 3 hours away. My brother wants his daughter to come live with me because it's a much nicer area with better schools. They live in the Bay Area.
