Legal Question in Civil Litigation in California

I have an attorney working on a complaint against loan brokers and a title co in a suit for damages. In the complaint the facts clearly show that there was embezzlement of public funds committed by the city loan committee and one of it's loan committee member - an issue separate from the broker issue, but leaving me vulnerable to it. My attorney vehemently does not want to name the city and councelman, as it isn't his field - which is real estate. I understand, but am not willing to not name these people as they hurt me badly and I've been pursuing this for some time. Can I proceed against 2 of the defendants in pro se and let my atty deal with the others or what? I just don't know what to do.

You need to either find another attorney with broader expertise, or get your attorney to associate with another attorney with the requisite expertise. Of course if you have not complied with the Government Code claim requirements and the time to do so has run out (it is VERY short) then you can't sue the city anyway.

I fail to see how the embezzlement of public funds has anything to do with your private lawsuit against a tile company and a loan broker.
