Legal Question in Civil Litigation in California

I bought a car (in 2007...),from an auto and smog shop, that could not be smogged. The seller also jumped title. I had some very serious life issues since then, including illness, preventing me from taking him to court until now. is it too late?

There is a four year statute of limitations on written contract, starting from the date the contract was entered into but not extended by illness, etc.
