I Have fired my Attorney- he is refusing to sign the subsatution of attorney?

Request that he do so, in writing. If he continues to refuse, file a Motion to have the Attorney removed.

Tell him/her in writing that he has X number of hours to sign the Stipulation and give you the entire file or you may have to report him/her to the state bar.

Both Mr. Selik's and Mr. Shers suggestions have merit. Your attorney really has no choice but to cooperate. But I am curious whether he has given you a reason for his refusal. And, for how long has he been refusing to sign the substitution?
