Harassment using government agencies

A neighbor is harassing us buy calling the police to allege domestic violence (she claims to report noise) and other government agencies and the home owner's association. She is claiming protection from a harassment suit due to ''right to petition to redress grievances'', but some of her allegations are patently untrue.

Since the HOA is not a government body, does she have a constitutional right to complain to it, even if it appears to be harassment? Does her constitutional protection extend to making false accusations?
