Legal Question in Civil Litigation in California

HOA harrasment

I live in a townhome complex. The President is a old man who targets certain people in the complex and harasses them with notices.

There are no sidewalks or crossings in the complex. Children try to go to their friends home in the complex have to use the streets.

The president actually approaches the kids. scares them away. Kids come crying home. The rule says the kids should not be playing on the streets.

DO I have any options. Really need help.

I would suggest that you speak with an attorney in your area. It appears that the homeowners association, through its president, is discriminating against families because they have kids.
