Neighbor dog attacked my dog

My neighbors dog came onto my property and attacked my dog. I am wondering how to go about collecting payment for the vet bill. Also i want to turn him in to SPCA but he will not provide me with his last name.

What should i do?

It wouldn't be SPCA, but your city or county's animal control department.

You should send a demand letter to your neighbor by certified, return receipt mail. Keep a copy of the letter. Enclose a copy of your vet's bill. If, by the date you specify in the letter for a response, you don't hear from your neighbor or he resists paying, then you file a small claims lawsuit if the vet's bill is below $7,500, otherwise a limited jurisdiction lawsuit.
