Legal Question in Civil Litigation in California

Residential: Tree Ordinance Laws in Oakland, CA
My house in Oakland is next door to a small apartment complex. Can I plant a line of trees along a fence in my side in my yard? Is there an ordinance that requires a certain height or obsuring the ''view''? The only ''view'' the tenants have is to my backyard, and I would like some privacy.

The previous owner put up a wooden structure next to the fence above 6 or 7 feet, and the tenant reported them saying it obsured the sun coming in their apartment window.

Dear Sir/Madam:

You can plant trees in your own property. Based on nuisance law, your neighbour can not claim nuisance b/c their view is obstructed.
