Legal Question in Civil Litigation in California

My wife has ssi, when she first recieved it she had to have a payee. She signed up for direct express card. Her payee was also a payee to her own daughter. My wife was suppose to have her own account seperate from her payees daughters card but it wasn't. They but my wifes first back pay and first months money on her daughters card. The payee spent it all. She has made a police report, and reported it to ssi fraud division 8 months ago but nobody is sayin who or when she'll ever recieve her money.

Your question isn't entirely clear. You seem to be saying your wife authorized Social Security to make her payments to her daughter, that the daughter spent the money, and that your wife expects Social Security to make up for the loss. I don't see why it should so that. Social Security only did what your wife asked it to do. If her daughter wasn't authorized to spend the money then she is the one who should pay it back.
