Legal Question in Immigration Law in California

Good morning friends, I'll really appreciate your legal advice; I'm a US citizen. At the moment I'm living outside of the US. Back in 2007 I had a DUI first offense, failed to pay the fees and citations demanded by the judge. I just checked the warrant seach online from the OC County, California and I have a "Bench Warrant - Misdemeanor" and 3 charges: 1) DUI, 2) EXCESS BLOOD ALCOHOL LEVE & 3) SUSPENDED LICENSE. I just got married outside of the US & I want to apply for my wife's residence. She's never been in the US. Questions: Will this charges interfere with my wife's application? If so, what is the proper way to solve this issue outside of the US? If I move to Northern California, does the police have access to this warrant records? .... Thank you so much for your advice ....
