Generally, if a person with a green card leaves the US for more than one year, he has abandoned his green card status. A numbers are issued to people with pending applications or other matters with the USCIS. Having an A number does not necessarily mean the person ever had a green card.

They have technically abandoned their green card unless they cn show compelling reasons for not coming back here for 3 years.

If you have an alien registration number already, it's unlikely you would get a different one later on. Whether a person remains a permanent resident after a departure of three years depends on a lot of things. Most times a person would lose such status, but not always. I'd need to ask a bunch of specific questions to find out.
