Legal Question in Immigration Law in California

I owe child support about 13,000+ of arrears, and of course my passport is suspended. I am currently petitioning my OTHER daughter and and she will turn 18 on August. The mother is not helping on her paperworks, Is there anyway that I can get a restricted (if there's such) passport or can I get my passport back without paying the whole arrears on one time? I need to help my daughter, but I cant pay the whole thing. What can I do?

You need to provide more information: Are you a U.S. citizen or permanent resident? When you say you are "petitioning," does this mean that you are petitioning for her permanent residency? Are you presently in the U.S.? Where is your "other" daughter? Where is this daughter's mother? Is she a U.S. citizen or permanent resident? What do you need the passport for?
