Legal Question in Immigration Law in California

I was removed from the u.s. in 1999 , my charge was grand theft , what do you suggest me to do to reenter the u.s. ive been living in mexico since then , i apply myself for a pardon but the answer was negative due to the date of my removal was less than 5 years to when i apply for the pardon. i consulted a lawyer after the 5 years period and told me that my pardon would not be considered due to the moral turpitude in my charge.
