Legal Question in Insurance Law in California

In Oct 2009 I was visiting California. My rental vehicle was parked in a parking lot and was hit by a vehicle. The vehicle that hit my rental was making a left and cut in front of traffic and was hit and pushed from the street, across the sidewalk and into my parked vehicle. The police left a form containing information on the vehicle that hit my rental including information on said driver. The driver was also still there when I returned to my vehicle. He stated that he was at complete fault.

I called the rental company and all information was turned over to them. A couple of months ago I learned that the insurance company representing the vehicle that hit my rental vehicle decided that their policy holder was only partially at fault since his vehicle had been pushed into my vehicle by another vehicle. I did not receive any information on any other vehicle and the information that his insurance company received from this driver was incorrect. It has come to my attention that this driver presented her parent's insurance card and not a valid one for her vehicle or on her. I received a letter from the insurance provided by the other driver stating that they were not responsible for said accident since they did not hold a policy on the driver.

Please note that the police did not leave information on this driver either.

Is there somewhere that I can report that false information was provided by the other driver in relation to her insurance?

You can file a Form SR-1 with the California DMV, something you were required to do back when the accident happened, and you can take small comfort in the knowledge that DMV will suspend the little scoundrel's license. And when your uninsured motorist carrier or other insurer subrogates against this driver, or you sue her, her license will be suspended until she either pays or files for bankruptcy.
