Legal Question in Intellectual Property in California

My daughter received a check for back pay for me going out on permanent disability when she was 17 her mother was the payee on check my daughter is now 18 her mother put this money in an account for her to pay for a dental assistant class my daughter has no access to this account nor does she receive any bank statements my daughter wants to put as big of a payment down for this class as she can to avoid interest how if at all can my daughter go about getting this money to pay towards this school for some reason her mother would rather make monthly payments than to just pay off a good chunk of the balance
