If the gym is under 2000 sq feet and you are playing a public radio station (not internet-based) over one loudspeaker, probably not. You should consult an attorney to talk about your own personal situation to make sure.

Under 2000 square feet for radio/tv no license needed. 2000 feet or more it depends on the number of speakers.
