Does university has a right to publish the old yearbooks on intertnet?

Yes, assuming it holds the copyright or an appropriate license from the copyright holder. Yearbook publishers are careful to obtain written releases from the students whose mug shots appear in the yearbook. I remember signing a release, and that was 50 years ago.
